HOME ENERGY ASSISTANCE PROGRAM (HEAP)

 
General Information
Description of ServiceApplication site for emergency with utility and heating bills for low income households. Also assists with essential heating equipment repairs and provision of cooling equipment. Benefit timeframes and eligibility guidelines determined annually by New York State. Income guidelines apply to all programs. Four program components: Cooling Assistance, Regular HEAP, Emergency HEAP and Equipment Repair/Replacement. The 2017-2018. HEAP program for Regular HEAP benefits closed on March 17, 2017 and Emergency HEAP benefits closed on April 27,2018. The HEAP Clean and Tune benefit opens April 2,2018 providing energy efficiency services, which includes the cleaning of primary heating equipment , but may also include chimney cleaning, minor repairs, installation of carbon monoxide detectors or programmable thermostats, if needed, to allow for the safe, proper and efficient operation of the heating equipment. The HEAP Cooling Assistance benefit opens May 1, 2018 providing eligible households that include an individual with a documented medical condition that is exacerbated by heat with the purchase and installation of an air conditioner or a fan.

Client Information
EligibilityLow income households. Income guidelines apply for all program and are set each year by New York State. Eligibility guidelines posted at http//otda.ny.gov/programs/heap/.Regular HEAP based on income, household size, primary heating source and presence of a household member under age 6, age 60 or older or permanently disabled. Automatic benefit for qualified public assistance/food stamp recipients. Other low income households may apply online at www.mybenefitsny.gov or print an application at http://otda.ny.gov/programs/heap/apply/ or contact HEAP site for application.Emergency HEAP for households with utility disconnect notice, terminated or with less than 10 day fuel supply. Active Public Assistance/Food Stamp households call (Nassau-food stamp worker). Non Public Assistance/Food stamp households apply at HEAP site.Equipment Repair/Replacement of primary heating equipment. Apply at HEAP site.Cooling Assistance apply at HEAP site. Provides for the purchase and installation of one air conditioner per dwelling not to exceed $880 or a fan to eligible households. Participating Heating Ventilation and Air Conditioning (HVAC) vendor list can be obtained at DSS office. Client is responsible to maintain air conditioner including to remove, cover, store, and/or reinstall the unit or after vendor installation. Part of the Federal HIHEAP Program.
