Also assists with essential heating equipment repairs and provision of cooling equipment. Benefit timeframes and eligibility guidelines determined annually by New York State. Income guidelines apply to all programs. Four program components: Cooling Assistance, Regular HEAP, Emergency HEAP and Equipment Repair/Replacement. The 2017-2018. HEAP program for Regular HEAP benefits closed on March 17, 2017 and Emergency HEAP benefits closed on April 27,2018. The HEAP Clean and Tune benefit opens April 2,2018 providing energy efficiency services, which includes the cleaning of primary heating equipment , but may also include chimney cleaning, minor repairs, installation of carbon monoxide detectors or programmable thermostats, if needed, to allow for the safe, proper and efficient operation of the heating equipment.
